For lawsuits under the agreement brought in the United States, its territories, or Puerto Rico, the Fund is treated as if it lives in the federal district where its main office or its agent for receiving legal papers is located. Lawsuits by or against the Fund are federal cases, and U.S. district courts (including those listed in another federal law) have first control. If the Fund is sued in a state court, it can move the case into the correct U.S. district court before the trial by using the usual process for removing cases to federal court.
