Congress says social and economic progress needs people to take part and have better chances. Helping local, community-run self-help projects can help African countries. Laws like Title IX of the Foreign Assistance Act of 1961 (22 U.S.C. 2218) and its amendments were meant to let the poor join development. Congress notes the Inter-American Foundation, created by the Foreign Assistance Act of 1969 (22 U.S.C. 290f), has worked well in Latin America and the Caribbean. A similar African Development Foundation, adapted for Africa’s needs, could add to U.S. development programs there.
