Directs the Foundation to help people in African countries develop their abilities and enjoy better, more productive lives. It has four main goals: build closer ties between people in Africa and the United States; support local projects that let communities help themselves; help more Africans take part in planning and running their own development; and support creation and growth of local development groups that serve the poor. The Foundation must work with African organizations that represent the needs of the poor. When possible, it should coordinate its work with the U.S. government and with private, regional, and international groups.
