The President can make an agreement with India to set up a Fund that gives grants and other help for cultural, educational, and scientific programs. These programs can include people exchanges, information sharing, research, and study. The agreement can also create an endowment, foundation, or other way to run the Fund. The President will pick the U.S. members of any board that runs the Fund, mostly from U.S. government agencies, including agencies that run programs the Fund supports. U.S. government agencies can get money straight from the Fund to carry out those programs.
