Arbitration awards under Article 57 or Article 58 of the Convention become rights under a U.S. treaty. Money awards must be enforced and treated like final state-court judgments. The Federal Arbitration Act does not apply. U.S. district courts have sole authority to handle enforcement, no matter the dollar amount.
