Securities the Bank issues to raise its ordinary capital, including any guarantees and securities fully guaranteed under article 6, paragraph 4, and those tied to ordinary capital under article 7 of the Agreement, are treated as exempt from certain federal securities rules. The Bank must still file yearly and other reports with the SEC as the Commission decides are needed to protect investors. The SEC, after talking with an agency or officer the President picks, can suspend that exemption for any or all Bank securities for a period. The SEC must report to Congress each year about how this rule is working.
