At the Bank's first Board meeting, the people who serve as Governor and alternate Governor for the International Bank for Reconstruction and Development will automatically serve as the Bank's Governor and alternate. The President, with the Senate's approval, must appoint a Governor and an alternate, and anyone in those roles cannot get paid by the United States for that service.
