Treated as exempt from certain federal securities laws, any securities the Bank issues or guarantees for borrowing are covered by 15 U.S.C. 77c(a)(2) and 15 U.S.C. 78c(a)(12). The Bank must file annual and other reports with the Securities and Exchange Commission as the Commission requires to protect investors. The SEC, after consulting an agency or officer the President names, may suspend that exemption at any time for any or all of the Bank’s securities. The SEC must include yearly information to Congress about how this rule is working and its effects.
