Secretary of State can look after, run, repair, and, when needed, insure Foreign Service buildings and other property gotten under this chapter. The Secretary may rent and insure artworks, gather information and make plans, hire architects and other experts without following civil service or job-class rules and pay local professional fees, and spend money without following section 295a of this title (which requires buying U.S.-made articles).
