Congress may provide whatever funds the Commission needs each fiscal year to do its work. That money stays available until spent. Payments from those funds must be approved on vouchers by both the Chairman and the Cochairman, or by a majority of the personnel and administration committee members (see section 3008(a)). For the rules in section 1754(b), the Commission is treated as a standing congressional committee and may use funds under those rules. No more than $6,000 per year may be used for official receptions. Either the Chairman or the Cochairman can approve official foreign travel for members and staff.
