Congress finds the U.S. government collects large amounts of data on foreign‑owned or controlled businesses and their U.S. affiliates, and that more analysis and clearer presentation would help public debate. The Bureau of Economic Analysis (BEA) collects data by whole enterprises, not by industry, which limits analysis. Industry comparisons can be done under sections 3101(b) and 3104(c) and Executive Order 11961 by sharing the employer identification numbers BEA keeps, without collecting new information. Releasing confidential business data could harm the accuracy of the statistics. The Government Accountability Office may have only limited access to these data.
