The United States must assure a reliable, long-term supply of nuclear fuel to countries or groups that use atomic energy for peaceful purposes and that follow rules to prevent the spread of weapons. This fuel will be provided under agreements made under section 2201 of title 42 or other law. The United States must keep the capacity to make new fuel commitments while protecting nonproliferation goals and its own energy needs. The Commission must promptly approve exports of nuclear materials and equipment when all legal requirements are met.
