The United States must try to make agreements with other countries to do two things. First, agree on shared rules and penalties if a country breaks key rules about peaceful nuclear materials, equipment, or technology — including if a country without nuclear weapons sets off a nuclear explosive device. Second, create international steps to deal with theft, diversion, or sabotage of nuclear materials or facilities and to recover lost or stolen nuclear material.
