The U.S. must work with other countries, international groups, and private organizations to set up programs that develop non‑nuclear energy. It must also help protect the global environment from pollution caused by both nuclear and non‑nuclear energy activities and help developing countries meet energy needs with non‑nuclear technologies that fit their economy, resources, and environment. The U.S. should encourage other industrialized nations or groups to make similar commitments. The President must report to Congress each year on what other countries or groups have promised and how those promises relate to U.S. efforts. When giving help to developing countries, the U.S. must give priority to countries that are parties to the Treaty.
