Summary

The Secretary of State and the Secretary of Defense must create or expand a training program with Taiwan to help U.S. and Taiwan forces work together, build stronger military ties and understanding, improve Taiwan’s defenses, and train future leaders while supporting professional military education, civilian control of the military, and human rights. The program should focus on realistic training—like joint tabletop exercises, war games, full-scale drills, and a continuing rotating U.S. military presence to help Taiwan stay ready and use U.S. defense items and services transferred to it. The Secretary of State may provide this training under the International Military Education and Training program (22 U.S.C. 2347 et seq.).
