Congress finds eight countries switched diplomatic recognition from Taiwan to the PRC since 2016. Taiwan was invited to the World Health Assembly as an observer from 2009–2016 but was not invited in 2017–2021. The Taipei flight region handled 1,750,000 flights and 68,900,000 passengers in 2018, and Taiwan has been excluded from ICAO since 2013. UN Resolution 2758 does not decide who represents Taiwan at the UN or give the PRC that right.
