Directs the Secretary of State, working with the Commerce and Transportation secretaries, to push for Taiwan to have real participation in ICAO meetings, assemblies, conferences, technical groups, and related activities. Congress says Taiwan is a global aviation leader with useful expertise and resources, and that Taoyuan International Airport is the fifth busiest in Asia. Congress also says pressure from the Chinese Communist Party and the People’s Republic of China has kept Taiwan out of ICAO and hurt ICAO’s ability to protect global aviation safety. The Secretary of State can start a U.S. plan and must tell the U.S. ICAO representative to use America’s voice and vote and to seek a vote at the next ICAO triennial assembly on Taiwan’s participation. Within 90 days after December 23, 2022, and by April 1 each year for six years, the Secretary of State, with Commerce, must send an unclassified report to the Senate Committees on Foreign Relations and on Commerce, Science, and Transportation and to the House Committees on Foreign Affairs, Transportation and Infrastructure, and Energy and Commerce. The report must describe the plan, list efforts made, and say the steps planned for the next year.
