Summary

The United States will cover part of the cost for the Multinational Force and Observers under letters signed August 3, 1981, with Egypt and Israel. For setup and the first operations through September 30, 1982, the U.S. share may be no more than 60 percent of the budget. After that date, the U.S. share may be no more than 33 1/3 percent of the annual operating budget. Congress allowed $125,000,000 to be spent in fiscal year 1982 to help pay the U.S. share. That money can be used until it is all spent. Any amounts already spent under the continuing resolution of October 1, 1981 (Public Law 97–51) for fiscal year 1982 will be counted against this $125,000,000. If the Multinational Force and Observers pays back the United States, the repayments must match actual identifiable costs caused by the Force’s requirements. They cannot include extra administrative fees unless a law says they must.
