U.S. agencies may give admin and tech help to the Multinational Force and Observers without repayment if it adds no significant cost and under Presidential terms. Such aid, including property, support, and personnel under section 3422, must be minimal. The President may train foreign military members and use contractors for logistics, and may waive contractor repayment if it serves national security, even over subsections (a), (b), and 3426(b).
