Encourage and support people in developing countries to get the knowledge, skills, and resources they need and to build economic, political, and social systems that make life better. Congress says the United States should help those countries strengthen science and technology, work together with them, and support long-term research on big problems that block development and waste people’s skills, natural resources, and money.
