The Commission may run, operate, and maintain the Panama Canal. It may build, buy, and operate the facilities needed for that work, covering eight types of facilities such as docks and shoreline works; shops and yards; salvage, fuel, and transport gear; utilities like power, water, and telephone; construction and housing; warehouses, printing, and related manufacturing; and recreational facilities. The Commission may use the U.S. mail like other federal agencies and do whatever actions are needed to carry out its powers. The Commission may do commercial activities tied to running the Canal, but only if they follow the Panama Canal Treaty of 1977 and related agreements. It may also seek and accept donations of money, property, and services from individuals, foundations, corporations, and other private or public groups for promotional work. The Commission must have written rules to decide whether accepting a gift would hurt its fairness or the integrity or appearance of its programs or officials.
