Creates an Office of Ombudsman inside the Commission and requires the Commission to appoint the Ombudsman. The office will take complaints from employees and their dependents who worked in the Canal Zone area before October 1, 1979, and from other U.S. agencies, including the Smithsonian, about administrative problems, inefficiencies, or conflicts caused by carrying out the Panama Canal Treaty of 1977 and related agreements. The Ombudsman must investigate, help resolve complaints, and make recommendations to the Commission or other federal agencies, including the Smithsonian. The office does not replace any other grievance or appeal rules in law or regulation. The Office ends when the Panama Canal Treaty of 1977 ends.
