Creates a placement program for certain U.S. citizens who worked in the Panama Canal Zone on March 31, 1979. It covers people who worked for the Panama Canal Company or the Canal Zone Government, and people who worked for other federal agencies or the Smithsonian whose jobs were removed because of implementing the Panama Canal Treaty of 1977 and related agreements, if they leave on or after that date for any reason except misconduct and are not placed in another suitable U.S. government job in Panama. The Office of Personnel Management must run the government-wide placement program for any eligible employees who ask for help. The rule took effect on September 27, 1979.
