The Commission must take control of the Canal Zone postal service’s funds and take on its obligations. Starting December 1, 1999, neither the Commission nor the U.S. Government is responsible for paying out accumulated unpaid Canal Zone postal‑savings deposits, certificates, or postal money orders. Mail from or through the continental U.S. may be routed to U.S. military post offices in the Republic of Panama under the Panama Canal Treaty of 1977 and related agreements; the Commission must provide staff, records, and other help so mail can be delivered, rerouted, or returned.
