The Commission can provide goods and services, including water and electric power, to the Republic of Panama when Panama asks. The Commission and Panama must agree on a price. Panama can pay the Commission directly or let the United States subtract the cost from money the U.S. owes Panama. The Commission can give the Panama Canal Authority office space, equipment, supplies, staff, and other in-kind help without charging. Any U.S. department or agency can also provide goods and services to the Panama Canal Authority for a fee that both sides agree on.
