The President must set up a Board of Local Inspectors for the Panama Canal Commission. The Board must carry out the investigations required by section 3777 and follow rules the President gives. The President can also assign other marine-related tasks to the Board. When investigating, the Board may call witnesses, make them swear to tell the truth, and require any books or papers needed for the investigation.
