Allows U.S. agencies to move property and facilities in Panama between themselves, with or without payment, if the agencies agree and the President or the person he names approves. The Commission may make agreements with other U.S. agencies to share facilities, services, or duties. Records may be sent to Panama or to other U.S. agencies if officials decide it serves U.S. interests; transfers to Panama must be coordinated with and approved by the U.S. Ambassador to Panama. Applies to the Smithsonian Institution.
