On October 1, 1979, the Secretary of State may give the Panama Railroad and parts of the old Canal Zone to Panama, but only land that is not inside areas the United States still uses under the 1977 Panama Canal Treaty. The transfer cannot include buildings or other facilities outside those U.S.-used areas, except housing. For any other treaty-based transfers, the President must send Congress a written report that names the property, confirms Panama is following the treaty, and explains why the transfer is happening then. The Panama Canal and certain other specified property cannot be transferred before December 31, 1999.
