Until the Panama Canal Treaty of 1977 ends, the President must send a yearly report about how the United States is using its rights and meeting its duties under that treaty. The report must cover three things: what Panama has done about living conditions for people who lived in the Canal Zone before October 1, 1979 and still live in the areas the treaty’s implementation agreement made available to the United States; the rules, conditions, and fees for land-use licenses in the canal operating areas named in that agreement; and the situation of former Panama Canal Company and Canal Zone Government employees (and their dependents) who live in Panama on or after October 1, 1979.
