Defines key words used in the chapter. Abroad means any place outside the United States. Agency means an agency as defined in 5 U.S.C. 552(e). Chief of mission means the main U.S. diplomat in charge of a diplomatic post or certain U.S. offices abroad, including someone temporarily in charge under section 3982(c). Department means the Department of State unless another agency is using the Foreign Service system, in which case it means that agency. Employee means a government officer or worker, including members of the Armed Forces and the commissioned corps of the Public Health Service and NOAA (see section 4102(8) for limits). Function means any duty, power, responsibility, right, or activity. Government means the United States Government. Merit principles means the principles listed in 5 U.S.C. 2301(b). Principal officer means the officer in charge of a diplomatic or consular post (not a consular agency) or other Foreign Service post. Secretary means the Secretary of State, unless another agency head acts under section 3921. Service or Foreign Service means the U.S. Foreign Service. United States (geographic) means the 50 states and the District of Columbia.
