Summary

The President must create a 15-member Board of Examiners for the Foreign Service to make and run the exams used to hire candidates. At least 5 members must be non-government experts in testing or equal employment, the Board must include agency representatives, and the President picks a Board member who is in the Foreign Service to be the chair. The Board must regularly review the exams to see if they harm hiring, promotion, or job chances for any race, sex, or ethnic group; find ways to reduce harm; consider alternatives; and check if the exams predict job performance. If members leave, the remaining members can still do the Board’s work.
