The Secretary can set lower pay rates for some Foreign Service employees working overseas. Those rates must be at least the minimum wage listed in 29 U.S.C. 206(a)(1). This lower pay can be used for employees hired abroad who cannot or are not qualified to be sent to another post and who do simpler, more routine work than Class 9 staff.
