Creates a special fund in the U.S. Treasury to pay separation pay to foreign national employees of U.S. government agencies, excluding the Department of Defense. Agencies must deposit two kinds of amounts into the fund: money already obligated for accrued separation pay, and amounts obligated for fiscal years after 1991 to cover current and future separation costs. Money is deposited each year and stays available until spent. The fund can be used to make separation payments only in countries where such payments are legally allowed.
