Requires the State Department to include human rights training in the regular training for Foreign Service officers, starting January 1, 1999. That training must cover international human rights rules and U.S. policy, the right to freedom of religion and how religious freedom can be violated, trafficking in persons and related U.S. law (including the Trafficking Victims Protection Act of 2000), and for officers posted to countries at risk of mass atrocities, how to spot warning signs and help prevent or respond to atrocities. The George P. Shultz National Foreign Affairs Training Center must give religious freedom training to all officers within one year after December 16, 2016, including entry-level officers, those preparing for an overseas post, and outgoing deputy chiefs of mission and ambassadors. The Ambassador at Large for International Religious Freedom will help design the course and advise the Secretary of State. Training materials should be shared with the U.S. military and other agencies overseas. The law also requires refugee-law and religious-persecution sessions for consular officers and anyone who will consider refugee admissions; child-soldier instruction for officers who assess or report on child soldier use (including material from the Child Soldiers Prevention Act of 2008); economic and commercial diplomacy training for economic officers and mission leaders; and special training for staff sent to international organizations or to lead multilateral negotiations before or within the first year of their assignment.
