The United States must set up training for Foreign Service officers and State Department civil servants, including chiefs of mission, on how to work with many countries at once. The training covers negotiating at international organizations, negotiation skills for multilateral settings, how to build coalitions, and lessons from past U.S. multilateral talks. The Secretary of State must offer this training at different career stages. New officers get it when they enter. Staff sent to work with international organizations or on policy for such work must get special training before starting that job or, if that is not possible, within their first year.
