The Secretary must require that a chief of mission arrive at their assigned post within 60 days after Senate confirmation to get travel expense payments. Late arrival is allowed for reasons like flight delays beyond control, natural disasters or global health emergencies, the host country refusing accreditation, family or medical emergencies, or other uncontrollable events. The Secretary may waive the 60-day rule for extenuating circumstances but must send a short explanation to the appropriate congressional committees. Within 90 days after December 23, 2024, and each time a chief arrives late, the Secretary must report the name and justification to those committees. Starting April 1, 2025, and for five years, the Secretary must notify those committees within 90 days when a chief permanently leaves a post.
