Allows a member of the Service who lives outside the United States to vote in federal elections in the last State where they lived before joining the Service, unless a State chooses a different way. To do this, the service member must pick that State, tell that State and any other States where they could vote about the choice, and meet the rules of the Overseas Citizens Voting Rights Act. This rule only covers people who became Service members on or after November 22, 1983. It does not apply to someone who registers to vote in a State under section 3 of the Overseas Citizens Voting Rights Act.
