The Department must honor a worker’s written order that lets the Department take union dues out of the worker’s pay. The order must cost nothing to the worker or the union. The worker cannot cancel the order for one year unless the union stops being the certified representative, the worker stops getting a Department salary as a member of the Service, or the worker is suspended or kicked out of the union. If no union is certified, the Department must talk with a union that filed a valid petition saying 10 percent of employees are members. Those talks are only about voluntary dues deductions. For paid work time, employees who bargain for the union must get official time while on duty (including impasse proceedings) but not more people than the Department names as its reps. Internal union business must be done off duty. The Board decides other Board-case official time questions, and otherwise the Department and the union agree on reasonable, necessary, and public-interest official time.
