U.S. consular officers, or if none is present a diplomatic officer, must follow a citizen’s will about who should take care of that person’s personal property left in the foreign country, as long as local law and U.S. law allow. If the will names someone else to manage the property, the officer must help that person when asked and protect the property from local interference when treaties or local law permit. The officer should seal the property and only break the seal at the request of the person named in the will.
