Consular officers and their staff must not take payment, directly or indirectly, for receiving or paying wages, advancing money, or making any profit from clothing, boarding, supplying, or sending home a seaman or mariner discharged abroad. An officer who owns or has an interest in a U.S. vessel may transport such a seaman on that vessel and receive a lawful, reasonable allowance for the transport.
