The President can let any federal department or agency make contracts to provide defense equipment, information, or services to a foreign government the President finds vital to U.S. defense. That foreign government must pay the United States before it gets the items and must make payments as required. Once the full cost is paid, the U.S. may transfer the items or services. The unpaid total under these contracts must never be more than $600,000,000.
