Allows American Red Cross vessels that are unarmed, not under convoy, and operated by the Red Cross to carry Red Cross officers, medical staff, and relief supplies like medicine, food, and clothing to help people who are suffering. The ship must be on a mercy mission and carry only Red Cross people and materials. If a blockade is being enforced by destroying ships—by air, surface vessel, or submarine—or if the blockading power has not given permission, the Red Cross ship must not enter that port. Also allows unarmed, non‑convoy vessels in ballast to enter war or combat zones to rescue refugee children under sixteen. They may have necessary U.S. adult staff approved by the Secretary of State and must follow immigration laws. The ship must have safe conduct from all states named in the proclamations under section 441(a) and display a large U.S. flag plus a clear label that it is a U.S. refugee‑child rescue ship. Each child must have a responsible American sponsor before leaving the port so they will not become a public charge.
