If the President issues a proclamation under section 441(a), people in the United States must not ask for or accept money or donations for the government of any state named in that proclamation, or for any agent or agency of that state. Collecting money for medical help, food, or clothing to relieve human suffering is allowed if the funds go to a person or group that is not acting for that government, but those drives must follow any rules set. If the proclamation is later revoked for a state, the ban ends for that state, except for offenses that happened before the revocation.
