Title 22 › Chapter CHAPTER 55— - RESEARCH AND TRAINING FOR EASTERN EUROPE AND INDEPENDENT STATES OF FORMER SOVIET UNION › § 4501
Requires the United States to maintain accurate, verified knowledge about countries in Eastern Europe and the independent states of the former Soviet Union because that information is vital to national security, foreign relations, and handling domestic matters. Keeping this knowledge depends on advanced research by highly trained specialists inside and outside government. It must support five main activities: graduate training, advanced research, public sharing of results, collaboration among government and private experts, and firsthand on‑site experience and training. The Government must provide steady funding to support and add to what Federal, State, local, regional, and private groups already give so these efforts continue nationwide, consistently, and on a long-range unclassified basis.
