Creates an advisory committee in the State Department for Eastern Europe and the independent states of the former Soviet Union. Members are the Secretary of State (chair), the Secretaries of Defense and Education, the Librarian of Congress, and the presidents of two academic associations. The chair calls meetings; the committee must meet at least once a year and three members make a quorum. The Secretary of State may assign staff to help. The committee must recommend grant policies and prioritize national organizations that research, train, and share results about these countries.
