Title 22 › Chapter CHAPTER 55— - RESEARCH AND TRAINING FOR EASTERN EUROPE AND INDEPENDENT STATES OF FORMER SOVIET UNION › § 4504
The Secretary of State, after consulting with the Advisory Committee, must use funds made available under this chapter to make yearly payments for research and training on the independent states of the former Soviet Union and the countries of Eastern Europe. Parts of those payments must fund a national postdoctoral or equivalent research program using cost‑sharing contracts with U.S. colleges and nonprofits, with calls for proposals and awards. Other funds must support graduate, postdoctoral, and teaching fellowships tied to that research program, also on a shared‑cost basis, and the sharing of research results. Payments must also back fellowships and research for American specialists (with emphasis on using data), fund seminars and conferences to help government and private experts work together, support reciprocal training and research programs in those countries to give Americans access to local institutes and archives, and pay for language training grants and summer language institutes (with preference for Russian). Funds may also be used for other related research and training not listed above.
