The President may ban submarines or armed merchant ships of a foreign country from entering or leaving U.S. ports and territorial waters while the United States is neutral in a war. The ban can include limits or conditions the President sets. The President ends the ban when the danger is gone, but actions that broke the ban before it was ended can still be punished.
