Title 22 › Chapter CHAPTER 57— - UNITED STATES SCHOLARSHIP PROGRAM FOR DEVELOPING COUNTRIES › § 4709
The program must encourage government and private groups in the United States and in developing countries to help pay scholarship costs. The President must work with developing-country partners so returning scholars are used well. The President may promote the program overseas and must encourage U.S. colleges that host these students to give Americans chances to learn the visitors’ languages and cultures. Funds from the United States Information Agency or the agency carrying out part I of the Foreign Assistance Act of 1961 may be used to strengthen education and U.S.–Latin America and Caribbean ties and to pay program and administrative costs for institutions running such programs.
