Other federal agencies must work with the Secretary of State, by agreement, as much as possible to help carry out the duties in section 4802(a). They can give help with security, do security checks, offer logistical support for different missions and facilities, and do other overseas security tasks the Secretary allows. The Secretary may let an agency head run those overseas security tasks, but the Secretary keeps overall authority and the agency head must answer to the Secretary when acting under that delegation. Nothing here reduces the power of other federal, state, or local agencies over law enforcement, domestic security, or intelligence (as defined in Executive Order 12333). The Administrator of General Services may lease U.S. space, as provided in appropriation Acts, for the Department of State to house staff for this work, and the State Department must pay the GSA rate for that space and related services.
