The Secretary of State can hire people or groups by contract to do the work needed under the law. Those contract workers are not treated as U.S. government employees for laws run by the Office of Personnel Management. The Secretary of State can decide if any employment laws the Secretary runs apply to those workers. The Secretary may also make, set terms for, and carry out those contracts even if doing so requires ignoring some federal rules about how contracts are made or where the work must be done.
